Ceremony to celebrate sports park groundbreaking, road opening ...

LAKE FOREST ? City and county officials, sports teams and community members are expected to gather at the gateway of what will become the city's new sports park today to celebrate the opening of a stretch of roadway that is the first step in building the $38 million park.

A groundbreaking for the sports park set for 5 p.m. on Rancho Parkway will coincide with a ribbon cutting on an 1,800-foot extension of the roadway. Plans for the event include comments from city and county officials, games, food and giveaways. Former Angels pitcher David Frost is expected to discuss the city's new opportunity for youth and adult sports.

Background

The park site is within an 800-acre area on the city's north side that was once previously zoned as commercial and industrial because it fell under the flight path of the former El Toro Marine Corps Air Station MCAS. That property was rezoned in 2009 to pave the way for the sports park and more than 4,000 new homes.

Workshops were held in mid-2009 to get input on amenities for the park. The park master plan was designed by RJM Design Group Inc., which has designed parks in Orange County, Riverside and San Bernardino. The plan was reviewed by the Parks and Recreation Commission in July 2009 and by the City Council in August 2009.

In April 2011, the environmental impact report for the park was certified by the council. A final plan was adopted last fall and is available at lakeforestca.gov.

The extension closes a gap between Lake Forest Drive and Portola Parkway that has led to congestion for thousands of motorists traveling along Portola Parkway, El Toro Road, Lake Forest Drive and the 241 toll road, City Engineer Tom Wheeler said. The extension also provides a main access point to the sports park.

Westbound Portola also was widened under the project from Rancho to a secondary sports park entrance. The gap's completion is expected to help with congestion near the 241 toll road and access to Saddleback Church, too.

The project began in April and is being finished on budget and ahead of schedule, Wheeler said. In all, contractors will have moved 500,000 cubic yards of dirt and laid 5,000 tons of asphalt. The total project budget including design, construction, inspection and utility costs is $4.4 million.

A portion of the project cost will be reimbursed through $1.23 million in grant funds from Measure M2, a half-cent transportation sales tax, and $434,800 from the Irvine Ranch Water District for construction of IRWD utilities.

The groundbreaking at the sports park marks the first step toward construction, which includes grading and drainage. Next week the City Council is expected to approve construction bids for ball fields, a gymnasium and a community center.

The plan for the park, situated on 86 acres near Portola and El Toro, includes five baseball diamonds, two basketball courts, five soccer fields, two playgrounds, restrooms and concession areas, and trail connections to nearby Whiting Ranch Wilderness Park.

The sports fields will help meet demand from city sports groups such as girls softball, Little League, Pony League and more, city officials said. Multipurpose fields will provide opportunities for soccer, football, lacrosse and rugby. Synthetic turf will be used on some of the soccer fields, making them available year-round.

The common grass fields will be a place for the city's summer concert series, now held at Pittsford Park. The 27,000-square-foot recreation center is expected to provide opportunities for community fitness and dance classes, and arts and crafts classes for children.

Construction of ball fields, playgrounds and recreation center is scheduled to be completed by spring 2014.

LG Nexus 4 to launch Oct. 29, says French newspaper

Android Central

French national newspaper Le Figaro is reporting that Google and LG will debut the next Nexus smartphone, dubbed "Nexus 4," later this month. According to the paper, the device will make its global debut on Oct. 29, before coming to France on the Vodafone-owned SFR network in December. If true, the Oct. 29 date could point to an unveiling at Dive Into Mobile conference in New York, as has been previously rumored.

The wording of Le Figaro's article suggests a product launch alongside the announcement on Oct. 29. This would make it the first Nexus smartphone to become available immediately upon announcement since the original Nexus One. It'd also point to the Nexus 4 being released primarily via the Google Play devices store, as that's the only feasible way such a launch could be pulled off. Of course, it's also possible Le Fig just got its wires crossed, and that Oct. 29 is only the announcement date after all.

It's the second time we've heard the "Nexus 4" name today -- this morning the name appeared in a leaked photo from the Carphone Warehouse's inventory system. The name could refer to it being the fourth Nexus smartphone, or its 4.7-inch screen.

So it certainly looks like the next Nexus launch isn't far off. Stick with Android Central for all the details as they emerge.

Quantum pioneers win Nobel prize

This year's Nobel prize in physics has been awarded to two researchers for their work with light and matter at the most fundamental level.

Serge Haroche of France and David Wineland of the US will share the prize, worth 8m Swedish kronor (?750,000; $1.2m).

Their "quantum optics" work deals with single photons and ions, the basic units of light and matter.

It could lead to advanced modes of communication and computation.

The Nobel citation said the award was for "ground-breaking experimental methods that enable measuring and manipulation of individual quantum systems".

Light and matter, when the minuscule scales of single particles are reached, behave in surprising ways in a part of physics known as quantum mechanics.

Working with light and matter on this level would have been unthinkable before the pair developed solutions to pick, manipulate and measure photons and ions individually, allowing an insight into a microscopic world that was once just the province of scientific theory.

I was lucky - I was in the street and passing near a bench, so I was able to sit down immediately?

End Quote Serge Haroche

Their work has implications for light-based clocks far more precise than the atomic clocks at the heart of the world's business systems, and quantum computing, which may - or may not - revolutionise desktop computing as we know it.

But for physicists, the import of the pair's techniques is outlined in a layman's summary on the Nobel site: they preserve the delicate quantum mechanical states of the photons and ions - states that theorists had for decades hoped to measure in the laboratory, putting the ideas of quantum mechanics on a solid experimental footing.

Those include the slippery quantum mechanical ideas of "entanglement" - the seemingly ethereal connection between two distant particles that underpins much work on the "uncrackable codes" of quantum cryptography - and of "decoherence", in which the quantum nature of a particle slowly slips away through its interactions with other matter.

The prize is the second in quantum optics in recent years; the theory behind decoherence formed part of 2005's Nobel physics prize citation.

'Overwhelming'

Prof Haroche was reached by phone from the press conference. He had been told he had won just 20 minutes before telling reporters: "I was lucky - I was in the street and passing near a bench, so I was able to sit down immediately.

"I was walking with my wife going back home and when I saw the... Swedish code, I realised it was real and it's, you know, really overwhelming."

Prof Sir Peter Knight of the UK's Institute of Physics, said: "Haroche and Wineland have made tremendous advances in our understanding of quantum entanglement, with beautiful experiments to show how atomic systems can be manipulated to exhibit the most extraordinary coherence properties."

The Nobel prizes have been given out annually since 1901, covering the fields of medicine, physics, chemistry, literature, peace and economics.

Speculation had been rife, in light of the discovery of the Higgs boson announced in July, that Peter Higgs or his colleagues may have been in the running for the prize, but historically the prizes tend to honour discoveries after a period of years.

The first-ever Nobel prize in physics was awarded to Wilhelm Roentgen of Germany for his discovery of X-rays, and with this year's winners the total number of recipients has reached 194.

On Monday, the 2012 prize for medicine or physiology was awarded to John Gurdon from the UK and Shinya Yamanaka from Japan for changing adult cells into stem cells, which can become any other type of cell in the body.

This year's chemistry prize will be announced on Wednesday, with the literature and peace prizes to be awarded later in the week.

Princeton Economist Harvey Rosen: Obama Campaign ...

The Obama campaign claims that a Princeton economist's findings support its assertions about Mitt Romney's tax plan, but the economist says that's not exactly true.

"Harvard economist Martin Feldstein and Princeton economist Harvey Rosen both concede that paying for Romney?s tax cuts would require large tax increases on families making between $100,000 and $200,000," the Obama campaign wrote in a press release on Sunday.

But Princeton economist Harvey Rosen's paper analyzing Romney's tax plan didn't exactly look at families making between $100,000 and $200,000. Instead, it analyzed families making more than $100,000 per year and families making more than $200,000 per year. The second group is part of the first group, and Rosen did not separate the two.

Rosen told the Weekly Standard in an email that he felt that the Obama campaign misrepresented the paper on a broader level too. "I can?t tell exactly how the Obama campaign reached that characterization of my work," he wrote in an email to the publication.

Rosen's paper did find that families making more than $100,000 per year would have to pay $81 billion more in taxes under Romney's tax plan, a 12 percent increase. But his paper did not explicitly say whether these families, whose incomes he assumes would be rising, would actually pay a higher tax rate.

Rosen's conclusion that Romney's tax plan is mathematically possible rests on a questionable assumption: namely that Romney's tax cuts for the rich would lead to robust economic growth. In fact, economic growth sharply slowed during the Bush administration, when President George W. Bush cut taxes for the rich. Brad DeLong, economics professor at the University of California at Berkeley, also notes that President Ronald Reagan's tax cuts for the rich did not lead to much stronger economic growth either.

A number of analysts, including those at the Tax Policy Center, have found that Romney's tax plan would have to raise taxes on the middle class in order to be mathematically possible. But Rosen may not be in that category. His analysis first would need to separate middle-class families from rich families for us to know.

CLARIFICATION: An earlier version of the headline of this post indicated that Rosen's study was about Romney's personal taxes. The study analyzes his tax proposals.

Yes, Facebook is still free (so ignore the price grid hoax)

4 hrs.

Despite what your friends are claiming now?? and?despite what they?were claiming a year ago?? Facebook is still free. The social network hasn't released a membership?"price grid" or announced that it will start charging its users.

A hoax which has been floating around since Facebook launched the Timeline design is driving folks into a frenzy once again, most likely due to the?"promoted posts" the social network is testing right now.?(Some users are able to promote personal posts for a fee, to make sure that more of their friends see them. This is completely optional and not part of some sort of monthly membership fee.)

According to?Graham Cluley of?Sophos' Naked Security blog, there's not much to the hoax beyond a bunch of annoying messages, along these lines, which are being reposted at an increasing rate:?

FACEBOOK JUST RELEASED THEIR PRICE GRID FOR MEMBERSHIP. $9.99 PER MONTH FOR GOLD MEMBER SERVICES, $6.99 PER MONTH FOR SILVER MEMBER SERVICES, $3.99 PER MONTH FOR BRONZE MEMBER SERVICES, FREE IF YOU COPY AND PASTE THIS MESSAGE BEFORE MIDNIGHT TONIGHT. WHEN YOU SIGN ON TOMORROW MORNING YOU WILL BE PROMPTED FOR PAYMENT. IT IS OFFICIAL IT WAS EVEN ON THE NEWS. FACEBOOK WILL START CHARGING DUE TO THE NEW PROFILE CHANGES. IF YOU COPY THIS ON YOUR WALL YOUR ICON WILL TURN BLUE AND FACEBOOK WILL BE FREE FOR YOU. PLEASE PASS THIS MESSAGE ON...

It's not particularly surprising that some folks?are falling for this. After all, Facebook's been in the news a lot recently?and it's easy for someone to overhear a little detail?? such as something about promoted posts?? out of context and panic. But think about it for a second: Does it really make sense at all that pasting a message, especially one written in ALL CAPS, would get you out of a $10-per-month fee? Correct answer:?No, it doesn't.?

So don't copy and paste this message. Be part of the solution not the problem. Rather than respond thoughtlessly to a prankster's fear tactic, politely share a link to this blog post with your friends ??just to reassure them that while Facebook may be trying to make money off of you in lots of different ways, a monthly subscription isn't one of them.

Update: A Facebook spokesperson has reached out to NBC News with a simple statement, to emphasize the message of this story:

We have no plans to charge for Facebook. It's free and always will be.
